Building Regulation Amnesty

The Cyprus Government has ordered a temporary Amnesty for certain building regulation infringements to enable the release and issue of new title deeds to many thousands of property owners who have previously been unable to obtain title deeds due to a range of planning infringements. The Amnesty is called, “The Urban Amnesty Plan for the Legalization of Unauthorized Constructions in Approved Developments,”
When did it start? 13th September 2024
Who can apply? Anyone whose residential property has illegal planning infringements and who had a planning permit or/and building permit issued before 13th September 2024. The amnesty also applies to certain other property types.

What is it for? Unauthorised additions completed before 13th September 2024 Unauthorised modifications or changes, to the agreed plans, both outside and within the shell of the approved building. Addition of parking areas not included in the planning application Exceeding the building density coefficient by up to 20% of the coefficient or 60sqm, whichever is the greater.

What will happen The planning authority will carry out an investigation of the infringement and upon completion of the investigation provide a confirmation as to whether the infringement meets the terms of the amnesty. If the infringement is covered by the amnesty a compensation payment (fee) will be paid to the Special Funds of the Cyprus Land Development Corporation (KOAG) for Affordable Housing. Upon approval and payment of the fee, a new title deed can be issued to the owner.
The full details of the terms of the amnesty and the method of application will be available from the local planning department. Details of the plan will be posted on the town planning department’s website and applications will be possible in all district governance authorities.
